The program is separated into three parts: investigations of existent gas stations; review of Administration Measure and establishment of network registration system. The results are as follows: A. Investigations of existent gas stations These include (A) paper review: Because most gas stations misunderstand the fulfilling of record sheets, and don’t implement the monitoring operation, the regular reporting data are incomplete and inaccurate.; (B) site investigation: Investigating 1301 gas stations, there are 1065 stations not conforming the fourteenth article of Administration Measure. Those include 379 stations (29.01%) which belong to Chinese Petroleum Company (CPC) ; 456 stations which are CPC alliances ; 62 stations (4.8%) which belong to Formosa Petroleum Company (FPC) ; 165 stations (12.8%) which are FPC alliances ; 3 stations (0.2%) which belong to China Petroleum Company. So afterwards, to propagate and to guide the stations to understand the registration process and relative regulations are necessary. B. Review of administration measure There are sixteen articles in original measure. The program adds three articles, revises fifteen articles and deletes one article. After revising, there are twenty articles in the measure. The focal points are: to heighten the measure position; to add preventing ground water pollution ; to add standard operation processes of monitoring, qualifications of monitoring personnel, evaluation of new monitoring technology, response mechanisms of leakage and establishment of network registration. One year after the revised measure declarationall stations must improve to conform the measure. C. Establishment of network registration system Network registration system including system function, data maintenance, on-line registration, inquiring operation and investigation will assist gas stations to proceed oil account management, basic data and monitoring data recording for all equipments to understand their own circumstance; simplifie the procedure of gas station registration and local EPA examination, and set up complete data base for gas stations to make government organizations to control gas stations; understand underground environment and study control policy. Publishing guideline will assist the establishment of identical investigation standard. Developing network registration system solves the inconvenience of paper registration and enforces gas station management efficiency.
